These brass aiglets have been stitched onto both ends of a cotton cord for helping to thread the points of medieval clothing (both civil and military) through the eyelets of other items of clothing and armour to secure them to each other. This "pointing" was a common way of attaching items of armour to to foundation garments like gambesons and arming doublets in the medieval period, particularly the from the late 14th century onwards. 

The aiglets are made from brass and are about 35 mm long with a 2mm opening for the 45 cm long black or white cotton cord. You can weather proof the cord by waxing it with beeswax. This was a common practice in historical times.
